How to Find the Right Drink Manufacturer in Europe for Your Beverage Brand

Europe is an attractive but regulation-heavy place to launch a drink. At EU level, the baseline is not one law but a stack: General Food Law and traceability, hygiene and HACCP, food information and allergen rules, nutrition and health-claims controls, novel foods, additive authorisations, contaminant limits, microbiological criteria, food-contact material rules, and fast-evolving packaging waste law. For an entrepreneur, the practical implication is simple: formulation, supplier approval, label design, packaging choice, shelf-life work, and channel strategy must all be designed together from the beginning, not sequenced later.

The biggest early fork in the road is not branding but classification. Three questions change almost everything: is the product alcoholic or non-alcoholic; are any key ingredients “novel” in EU or UK terms; and is the product meant to be chilled, shelf-stable ambient, or sold through horeca draft/on-premise? Alcoholic drinks over 1.2% ABV are still treated differently for ingredients and nutrition labelling under EU food-information rules, the UK now has separate post-Brexit governance for things like novel foods and packaging EPR, and national packaging systems create real execution friction in the top markets.

For most startups, the lowest-risk route is: validate concept at pilot scale; work with experienced beverage formulation companies to refine flavour, shelf stability, and regulatory compliance; use a co-packer with the right technical capability and retailer-recognised certification; launch in one or two lead markets with a deliberately engineered multilingual label; use ambient-stable packaging if the product can tolerate it; and avoid novel ingredients or borderline claims unless they are genuinely central to the value proposition. For founders who want to move faster with lower development costs, white label drinks can also provide a practical entry point before investing in a fully custom formulation. That recommendation is partly analytical judgment, but it follows directly from how European retailers, authorities, and packaging systems work in practice.

The top national differences worth planning around are not usually “food safety” in the narrow sense. They are label language, waste-sorting and producer-responsibility systems, deposits, sugar or soft-drink taxes, and market-specific certification/commercial expectations. Germany is strict on packaging registration and deposit-linked beverage packaging; France adds French-language and packaging-sorting complexity; the UK is now a separate compliance lane; Spain brings Spanish-language rules, packaging reporting, and a national plastic-packaging tax plus Catalonia’s sugary-drink levy; Italy combines Italian-language expectations with packaging environmental labelling and currently suspended sugar/plastic taxes; the Netherlands combines Dutch labels, deposit-return, and non-alcoholic beverage consumption tax.

Commercially, Europe rewards clarity. The brands that scale tend to have one clear proposition, one technically defensible product format, and one route-to-market thesis. Oatly scaled by building strong retail penetration and supply-chain productivity in Europe; DASH differentiated through a simple zero-sugar proposition and waste-reduction story; Lucky Saint built credibility in a sharply defined low/no alcohol segment and deepened the proposition through draught and on-trade presence. The lesson is that “brand” is not enough: the operating model has to fit the category.

EU regulatory baseline

A drink sold in the EU sits first inside Regulation 178/2002. That is the core food-law layer: the food must be safe, you must be able to trace inputs and outputs, and authorities must be able to identify who supplied you and to whom you supplied product. In beverage businesses, Article 18 traceability is not an abstract legal concept; it becomes your lot coding, raw-material reconciliation, recall readiness, and ERP discipline.

Hygiene is then governed by the EU hygiene package, especially Regulation 852/2004. Food business operators must implement and maintain procedures based on HACCP principles. In practical beverage terms, that means documented hazard analysis around water, incoming ingredients, allergen controls, microbiology, cleaning, metal/glass/plastic foreign-body risks, line changeovers, filling, and warehouse release. Even if your co-packer does most of this, the brand owner still needs supplier assurance and technical release controls.

Food information is governed by Regulation 1169/2011. The mandatory particulars for prepacked food include the name of the food, ingredients, allergens, quantity of certain ingredients when highlighted, net quantity, durability date, storage/use conditions where needed, operator identity, country of origin where required, instructions for use where needed, alcohol strength for drinks above 1.2% ABV, and nutrition declaration in the cases where it is mandatory. Allergens from Annex II must be emphasised in the ingredients list, and for distance selling, mandatory information must generally be available before purchase.

The most important entrepreneur-level nuance is the split between alcoholic and non-alcoholic drinks. In the EU, alcoholic beverages above 1.2% ABV remain exempt from the mandatory ingredients list and nutrition declaration under the Commission’s alcohol-labelling page, while non-alcoholic drinks are generally within the normal FIC nutrition-declaration framework. That affects label space, artwork strategy, product communication, and digital disclosure choices.

If you make nutrition or health claims, Regulation 1924/2006 applies. This is where many startups create avoidable risk. Claims such as “low sugar,” “source of vitamin C,” “supports immunity,” or “energy” are not marketing copy to improvise; they are regulated statements with conditions of use and, for health claims, authorisation rules. If a product is fortified or positioned functionally, you also need declared nutrition values that are analytically defensible within Commission tolerance guidance.

Novel foods are a separate gate. If a drink includes ingredients not consumed to a significant degree in the EU before 15 May 1997, or ingredients derived from new processes or new sources, the novel-food regime may apply. The Commission’s Union list is the starting point for already authorised novel foods, and anything outside conventional status should be checked early, before branding and packaging work begin. For beverages, this matters especially for emerging botanicals, exotic extracts, certain algae inputs, functional isolates, and other “innovation” ingredients.

Additives are not approved “in general”; they are approved under conditions of use for particular food categories. The Commission states clearly that all additives must be authorised and listed in the positive list, and the additives database is the practical tool for checking what is allowed and at what levels in the relevant beverage category. This means that using the right additive name or E-number is not enough. You must match the exact drink type and legal category.

Food safety controls also include contaminant limits and microbiological criteria. The Commission’s contaminants framework and microbiological criteria rules matter for heavy metals, process contaminants, mycotoxins where relevant, spoilage/pathogen acceptability, and the shelf-life evidence needed to justify “best before” versus “use by” logic for relevant products. For ready-to-eat beverages and chilled products, shelf-life studies are not optional good practice; they are often the basis for demonstrating ongoing compliance.

Packaging is now a major strategic issue, not just a procurement line. The Packaging and Packaging Waste Regulation entered into force on 11 February 2025 and will generally apply from 12 August 2026. The Commission states that it covers all packaging and packaging waste, sets requirements across the full life cycle, and aims to make all packaging on the EU market recyclable in an economically viable way by 2030. Alongside that, the Single-Use Plastics regime imposes beverage-specific pressure through tethered-cap design rules, separate-collection targets, and recycled-content requirements for plastic beverage bottles.

The EU gives you a common base, but execution diverges materially across the top markets. In practice, founders usually feel these divergences first in artwork, packaging registration, tax, and retailer onboarding rather than in “core food law.”

A few national observations matter more than the rest.

Germany is not the easiest first market if your packaging and reporting stack is immature. The LUCID register is a real operational obligation for producers placing packaged goods on the German market, and one-way beverage packaging has additional deposit-system consequences. Germany is therefore excellent once your data and packaging governance are disciplined, but it is a poor place to “wing it.”

France is commercially attractive but tends to punish generic pan-EU packaging strategies. Labels must be in French, and France’s national waste-sorting labelling rules have been significant enough that the European Commission referred France to the Court of Justice over their compatibility with the internal market. For a founder, that is the practical signal: France-specific artwork logic is still often necessary. France also has explicit 2026 national contributions on added-sugar and synthetic-sweetener soft drinks.

The UK should be treated as a parallel compliance programme. Retained food-information law remains central, but the governance lane is separate; packaging EPR now has its own producer obligations, the UK-wide DRS is slated for 1 October 2027, and the Soft Drinks Industry Levy remains a material pricing/reformulation issue for sugary products. If a UK launch is likely, decide early whether you want a dedicated UK SKU or a shared artwork architecture with over-labelling.

Spain is comparatively straightforward on food information, because AESAN states that mandatory food-labelling indications marketed in Spain must at least be expressed in Spanish. But Spain also requires packaging reporting/registration under its packaging regime, imposes a national tax on non-reusable plastic packaging, and, if you sell in Catalonia, you may face the regional packaged sugary-drinks tax.

Italy is often attractive for premium food-and-drink positioning, but founders should not underestimate localisation. Public guidance from the Bolzano Chamber of Commerce states that mandatory consumer information is in Italian, and Italy also has official guidance on environmental labelling of packaging. On tax, the Ministry of Economy notes that the suspension of sugar and plastic taxes has been extended until 31 December 2026, which reduces immediate fiscal pressure but also means founders should plan for future change rather than assume permanent relief.

The Netherlands is efficient, internationally minded, and logistically valuable, but it is not a soft-compliance market. Public guidance states food labels must be in Dutch, the deposit system is extensive, and the government’s business guidance links non-alcoholic drinks to consumption-tax obligations, with the customs administration publishing current rate tables. For cross-border founders, Dutch logistics are excellent, but label, deposit, and beverage-tax modelling still need local treatment.

Formulation, sourcing, safety and manufacturing

Because the product type was not specified, the safest default is to think in terms of “compliance-first formulation.” That means the formula must simultaneously satisfy ingredient legality, additive permissions, contaminant tolerances, shelf-life logic, claims substantiation, and manufacturability.

For ingredient sourcing, the most important discipline is supplier qualification. A serious beverage specification file for each ingredient should cover identity, origin, allergens, microbiology where relevant, key contaminants, physical-chemical parameters, storage, shelf life, packaging, and certificate-of-analysis expectations. Legally, this sits under operator responsibility, traceability, and HACCP; commercially, it is what makes label sign-off and release testing possible.

For additives, the key rule is: check the exact beverage category before deciding what is “allowed.” The Commission’s additives rules and public database are the right starting points. That matters for acids, preservatives, colours, sweeteners, stabilisers, and emulsifiers. A low-sugar still drink, an energy drink, an oat drink, and an alcohol-free botanical aperitif may sit in different regulatory logics even if they look similar on shelf.

If the concept depends on innovative functional ingredients, do the novel-food screen before you spend on branding, influencer work, or packaging. The Commission’s Union list is the initial filter for already authorised novel foods. If the ingredient is not clearly conventional, assume you need specialist review. Many beverage startups lose time not on “food safety” but on a late discovery that the hero ingredient is novel or legally ambiguous.

Water deserves its own strategic decision. If you are using ordinary process water for a flavoured drink, your water management sits primarily inside general food hygiene and water-quality obligations. If you want to sell the water itself as “spring water” or “natural mineral water,” the legal regime becomes more restrictive: Directive 2009/54/EC sets distinct rules for natural mineral waters, and some of its requirements also apply to spring waters, including microbiological and labelling provisions. In other words, “bottled water brand” is a different regulatory project from “drink made with potable process water.”

On certifications, there is an important distinction between legal sufficiency and commercial sufficiency. EU law requires food safety management, hygiene, traceability, and compliant controls. Major retailers and sophisticated distributors often go further and expect a recognised third-party certification scheme.

This table is analytical rather than statutory, but it aligns with the fact that retailer-recognised certification, validated food-safety systems and hygienic equipment capability are major commercial gatekeepers.

A typical beverage production workflow has recognizable building blocks even though the exact sequence depends on category. For still and carbonated soft drinks, the usual backbone is water treatment, ingredient/syrup preparation, mixing and dosing, deaeration/carbonation where needed, filtration and/or homogenisation where needed, thermal treatment where the process requires it, hygienic filling, coding, secondary packaging, palletising, and release after quality checks. For ambient-stable sensitive products, aseptic or UHT pathways become more important; for chilled premium juices and some functional products, non-thermal routes such as HPP may be commercially relevant but require product-specific validation. Hygienic design and repeatable CIP are essential across all of these routes.

The equipment list that usually matters most is therefore not exotic. It is the boring industrial backbone: treated-water system; tanks; blending and dosing systems; inline measurement; carbonation equipment where needed; homogeniser where needed for emulsions or proteins; pasteuriser, flash or tunnel, or UHT/aseptic system where needed; filler/capper; CIP; coding/inspection; and basic QC lab capability. Founders often over-focus on the filler and under-focus on utilities, cleanability, and changeover time. Shelf life is both a microbiological and a commercial decision. Ambient stability usually pushes you toward hot-fill, aseptic, or UHT-type solutions; chilled premium positioning often pushes toward lower process intensity with tighter cold chain; highly acidic simple beverages may tolerate lighter preservation strategies than protein, dairy, or plant-based systems. Do not promise a shelf life that your validation work cannot support.

Testing and laboratory work should be budgeted from the outset. At minimum, most new-drink projects will need some combination of microbiology, pH/°Brix/acidity, nutrition confirmation, claim substantiation, shelf-life testing, allergen verification, contaminant screening where relevant, packaging compatibility, and possibly migration testing for food-contact materials. For external labs, ISO/IEC 17025 accreditation is the confidence standard for competence and impartiality.

Packaging, labeling, localization and IP

Packaging choice in Europe is now a regulatory, cost, and brand decision at the same time. Aluminium cans, PET bottles, glass, carton, and concentrates/powders each carry different logistics, breakage, recyclability, deposit, and consumer-positioning implications. The Commission’s PPWR trajectory makes one direction unmistakable: packaging design is moving toward stricter recyclability, reuse/reduction, and waste-cost accountability.

As a broad rule, cans are often attractive for startups because they travel well, present well in D2C and independent retail, and typically perform better than fragile glass on e-commerce damages and logistics. Glass can still make sense for premium, horeca, and certain alcohol categories, but its freight weight and breakage profile matter. PET remains operationally efficient but is under the greatest long-term regulatory and reputational pressure; if you choose plastic bottles, SUP recycled-content rules and deposit-system economics need to be in your model from day one.

Food-contact legality is separate from recyclability. A package can be “recyclable” in market messaging and still fail if it is not suitable for food contact or if migration/composition issues arise. Beverage founders therefore need packaging suppliers that can provide declaration-of-compliance style documentation, material specifications, and relevant technical files, rather than just beautiful mock-ups.

Label localisation is one of the most under-budgeted workstreams in multi-country beverage launches. EU law says food information must appear in a language easily understood by consumers in the Member State where the product is marketed, and Member States may require official languages. In practice, Spain requires at least Spanish, France expects French, the Netherlands expects Dutch, Italy expects Italian, and the UK requires English. That usually means one of three architectures: fully local labels; a multilingual “master” label; or base artwork plus local over-sticker. The cheapest-looking option is not always the cheapest once rework and retail objections are included.

Beyond the core label elements, special front- or side-panel statements may be triggered by formulation choices. The UK guidance, reflecting the retained FIC logic, highlights additional statements for sweeteners, sugar-plus-sweetener combinations, caffeine, liquorice, and polyols; the same family of issues should be checked in EU FIC artwork review whenever such ingredients are used. This is why a “clean” formulation frequently reduces not only cost and technical risk, but artwork complexity as well.

Intellectual property is mostly about trademarks, not patents, for drinks. EUIPO’s fee schedule makes EU-wide trade-mark filing relatively accessible: the basic online fee is €850 for one class, €50 for the second class, and €150 for each additional class thereafter. EUIPO’s class notes also make clear that Class 32 covers mainly non-alcoholic beverages and beer, while Class 33 covers mainly alcoholic beverages. Most founders should therefore do clearance early across the relevant class or classes and think about logo, word mark, and domain/social handle alignment before going public.

Patents exist, but they are rarely the first IP tool for beverage startups unless there is a truly technical process or composition invention worth disclosing. The EPO explains that a patent gives the right to exclude others from making, using, selling, or importing the invention without permission. That is powerful, but it requires disclosure. For many drinks businesses, the better protection for formulations, process settings, and sourcing logic is a trade-secret and confidentiality regime combined with strong manufacturing contracts.

Tax, distribution, go-to-market and economics

Tax treatment differs sharply by drink type. At EU level, alcoholic beverages sit inside a harmonised excise framework with EU minimum structures and national rates, and the Commission points businesses to the Taxes in Europe Database for country-by-country rates. That means alcohol strategy is always country-specific even when product law is largely harmonised.

For non-alcoholic drinks, the important point is that there is no single EU sugar-tax model. Instead, national fiscal measures matter. In the UK, HMRC states current SDIL rates of 19.4 pence per litre for drinks with more than 5g and less than 8g sugar per 100ml, and 25.9 pence per litre at 8g or more, applicable from 1 April 2025. France applies 2026 contributions on added-sugar soft drinks at 4.07 €/hl up to 5 kg added sugar per hl, 21.38 €/hl between 5 and 8, and 35.63 €/hl above 8, with separate treatment for synthetic sweeteners. The Netherlands applies consumption tax to non-alcoholic beverages and publishes current rates via customs. Catalonia separately taxes packaged sugary drinks. Italy’s Ministry of Economy says sugar and plastic taxes remain suspended through 31 December 2026.

For alcohol, rates and structures vary materially. Germany’s public service portals state a standard beer-tax rate of €0.787 per hectolitre per degree Plato. France publishes annual alcohol-accise tariffs through customs bulletins. Spain’s tax-agency and public-administration pages set out the structure for alcohol and derived beverages. The Netherlands routes current alcohol excise through customs rate tables. In Italy, the customs administration points operators to national and EU Member State excise-rate information. If you plan an alcohol product, model tax country by country rather than assuming one pan-European margin structure.

Distribution-channel choice should follow product physics and cash profile, not founder preference. Grocery retail gives scale and visibility, but it is the hardest place to make weak unit economics work because you absorb listing friction, promotions, compliance, slower payment cycles, and margin stacking. Horeca gives stronger consumer pricing power and brand theatre, but sell-through can be inconsistent and route density matters. Wholesalers can accelerate market coverage but dilute margin and dilute brand control. E-commerce is strategically helpful for testing, bundles, subscriptions, and direct consumer feedback, but last-mile fulfilment and customer-acquisition costs can erase attractive gross margins fast. A sensible go-to-market sequence for a new drink in Europe is usually: begin in one market and one channel cluster; prove repeat purchase; then broaden channel mix before broadening geography. If the product is non-alcoholic, an effective pattern is often premium independents or targeted horeca, then regional chains, then national retail. If alcoholic, especially in low/no or premium positioning, horeca credibility can be disproportionately valuable before mass retail. The strongest analytical reason for this sequence is that each additional country adds label, packaging, and sometimes tax complexity before it adds proof of demand.

Because exact commercial terms vary enormously by category and buyer, the most useful way to think about margins is “gross-to-net.” Start from the ex-VAT shelf price you think the consumer will accept, then work backwards through retailer margin, distributor margin where applicable, freight, warehousing, damage/returns, promotions, and your landed COGS. If the resulting brand contribution is thin before overhead, the concept is not ready for scale. This is an analytical framework rather than a sourced universal rate table, but it is the right discipline for beverage economics.

An illustrative example helps. If a product needs to sit on shelf at €2.00 ex VAT, and the retailer retains 30%, the remaining value is €1.40. If a distributor retains 15% of that, you are at €1.19. If promotions, freight and pallet handling consume another €0.12, you are at €1.07. If landed COGS are €0.80, your contribution before overhead is €0.27 per unit. What drives those numbers is not only equipment. It is also regulatory and market-readiness overhead: technical development, shelf-life and lab work, artwork and translations, packaging minimums, packaging-EPR setup, trade samples, first production overruns, and customer payment terms. Even small trademark and design decisions have real cash cost; EUIPO’s filing fees are low by corporate standards but should still be budgeted, and recognised certification or audit readiness is a real commercial expense even when production is outsourced.

On funding, the best EU-level options depend on how innovative the business really is. The EIC Accelerator supports high-risk, high-potential startups and SMEs under Horizon Europe. InvestEU’s SME window supports access to finance for SMEs and innovators. EIT Food remains the most directly relevant EU food-system innovation platform, with startup and market-acceleration programmes. For drinks founders, the practical point is that grants and quasi-public finance are easier to access when the proposition has a genuine innovation angle: new process, circularity, sustainable packaging, nutritional reformulation, or measurable food-system impact. A standard private-label style drink with a new brand story is much less likely to fit innovation funding.

National examples are also meaningful. Germany’s federal business ministry highlights financing for start-ups, growth and innovation; France’s Bpifrance is a major public-growth instrument; Spain’s ENISA provides public financing for innovative SME projects; Italy’s Smart&Start Italia supports business plans from €100,000 to €1.5 million; and the Netherlands’ RVO runs innovation credit and proof-of-concept funding programmes. These are not beverage-specific, but they are often relevant if your project includes innovation, manufacturing, sustainability, or export scaling.

Time-to-market is very sensitive to product type, but a practical Europe launch rhythm usually looks like this. For a simple non-novel drink via co-packer, four to nine months is often realistic from stable brief to first sale if formulation, claims, packaging, and channel are not overcomplicated. For own-plant builds, nine to eighteen months is often more realistic, and materially longer if aseptic, dairy/plant-based complexity, or building works are involved. Those are analytical planning ranges rather than statutory deadlines, and exact local permit lead times were not exhaustively researched here. The deepest schedule risks are usually novel-food surprises, label rework, shelf-life failure, and packaging-system registration delays rather than line speed itself.

The most common risks are predictable. The first is regulatory misclassification: calling a product conventional when the ingredient may be novel, or using a claim that your formula/analysis cannot legally support. The second is unit economics failure, especially when retail pricing ambition does not survive distributor and retailer deductions. The third is shelf-life overconfidence, particularly in chilled or reduced-sugar products. The fourth is packaging myopia: choosing a pack that looks premium but performs badly on EPR fee exposure, deposit systems, breakage, or future recyclability. The fifth is market fragmentation: trying to launch in too many countries before one country has repeat purchase.

The best mitigations are equally predictable: screen novel-food status before development spend; run a formal label-and-claims legal review before printing; validate shelf life with challenge and stability work; design packaging with both recyclability and national EPR systems in mind; start with a certified co-packer unless throughput genuinely justifies a plant; and build the first financial model from net realised price backward rather than from branding aspirations forward.

Three recent European case studies are especially instructive.

Oatly shows what happens when a drink brand understands that operations are strategy. In 2025, Oatly reported that Europe & International adjusted EBITDA improved, helped by higher gross profit and ongoing supply-chain productivity, and that the Europe & International business was predominantly retail-driven. The lesson is that strong category demand is not enough; operational productivity and channel mix are what convert a visible drink into a scalable one.

DASH Water illustrates the power of a sharply simple proposition. The company’s own materials emphasise real fruit, zero sugar, zero sweeteners and use of “wonky” fruit, while its investor-backed expansion announced capital to grow across Europe. The lesson is that sustainability works best when it is not an abstract corporate claim but part of the product architecture and sourcing story itself.

Lucky Saint demonstrates the value of being specific rather than broad. The British Business Bank’s case study notes the launch of draught beer in 2020, later range extension, and the opening of the Lucky Saint pub supported through investment linked to the Bank’s Enterprise Capital Funds programme. The lesson is that a drink brand can build defensibility not only through retail width but through channel credibility and experiential depth in a clearly defined occasion.

Open questions and limitations

This report is intentionally cross-category because the drink type was not specified. That creates some important unknowns. The exact legal and technical path would change materially for dairy or plant-based milks, juices and nectars, kombucha/fermented drinks, energy drinks, sports nutrition beverages, supplements, wines and spirits, bottled waters, or products using CBD or other borderline functional ingredients. The report therefore focuses on the highest-confidence common denominator and flags the main forks where a product-specific legal review becomes necessary.

The commercial budget ranges, margin examples, and go-to-market sequencing are analytical planning tools, not official rate cards. They should be treated as founder-level working models to be validated with actual co-packer quotes, packaging quotations, logistics bids, and buyer terms in the chosen market. Tax rates, EPR costs, and buyer requirements also move over time, so final pre-launch verification remains essential.
